The law on “foreign agents” does not go beyond the general practice in other countries and does not infringe upon the rights of applicants. This is stated in the repeated 21-page memorandum sent by the Russian representative to the European Court of Human Rights (ECHR) Mikhail Galperin in response to a request from the court after the complaints of Ecodefense and 48 other organizations recognized as foreign agents.
